I have a Sony Bravia TV with Surfshark VPN and tivimate, looking to populate tivimate with some playlists

What is it you need help with? Sounds like you are well under way. You just need to find a provider which it best to have a test first. Anybody will say they are the 'Best in the market' but it is down to you on the presence of the playlist and support that come with it. Go cheap buy twice I say bud.
